Grandmaster Hwang's Resignation From ITF

To: Members of ITF
Date: February 27, 2004

Dear Members,

Last week I resigned my position of ITF Secretary General and Spokesman of ITF. Since then I have received many phone calls and emails asking about me. I am sorry I cannot reply individually. The allegations that I made were about Mr. Chang Ung. Whether I myself stay in ITF or not is not very important because I cannot correct this problem. I tried but I cannot correct the problems of ITF. All the wrong doings are being done by Mr. Change Ung and the ITF Executive Committee Members are helping Mr. Chang Ung. Mr. Chang promoted some of these members illegally and some of them were appointed Vice President by Mr. Chang Ung. Mr. Chang Ung changed the ITF Constitution so he could appoint all the members of the Executive Committee.

I have spoken to Mr. Chang Ung about these problems for over a year. He has not changed and I don’t expect him to change in the future. In my letter, asking for his resignation, I made 10 allegations. Mr. Chang Ung has never given me or any members any explanations. The South Korean government is prosecuting Mr. Kim Un Yong. The IOC has suspended Mr. Kim Un Yong. Do you expect the North Korean government to do anything about this?

I resigned all of my positions in ITF and if I am with ITF or out of ITF will not save ITF. Mr. Chang Ung must step down to save ITF. Remember in 1982, General Choi said that God saved him. See what Mr. Chang Ung did in 2002-2003 as soon as he took over his office of President of ITF? He has kept secrets about everything and did all for North Korea. He had a good position to start talks with WTF but ruined it. Now, WTF has elected a new president and they are independent from South Korea. We must start again with new leadership, please don’t look at me. I am not the key man to save ITF. It is Mr. Chang Ung, he must leave ITF. Our ITF must go on without him.

Thank you,

Grand Master Hwang Kwang Sung
